Ladders are started by:

Vara Performance staff: Official city ladders.
Partner clubs and venues: Ladders at their own venues, from the partner dashboard or the partner API.
Trusted organizers and group admins: Community ladders. Trusted organizers earned it by running open play players showed up to; group admins run a group on Vara Performance.

Why: a ladder needs someone players already trust to keep it fair and moving. There's no review queue; guards apply automatically.
